Define the approval boundary
Identify the proposed manufacturer, contracting party, product code and intended application. Keep those roles clear when an exporter or distributor is involved. Approval should refer to a specified supply arrangement rather than an unspecified brand family.
List the documents and technical evidence needed for the duty. Mark an item as pending when it has not been reviewed; a blank field should not be interpreted as acceptance.
Build a testable sample proposal
Agree the representative feed, preparation method, dose basis and endpoint. Request enough information to reproduce the comparison without guessing missing settings.
Evaluate the product family and application route together. If the proposal replaces a known code, clarify the basis of the cross-reference claim.
Record the first-order decision
State who reviews the sample result and who approves commercial release. Preserve exceptions and operating limits. Ask which documents identify the shipped lot and which conditions should trigger further review.
A sample passed under one condition may justify a bounded first order rather than unconditional long-term approval. Keep the decision proportional to the available evidence.
Review repeat supply with useful records
Follow product identity, preparation consistency and the plant outcome over time. Distinguish feed variation from a material discrepancy before attributing cause.
The quality-complaint record and retained-sample plan support a focused investigation. Commercial response arrangements should be agreed for the order, not presumed from the catalogue.
